The deadline for Kungwini’s debt incentive discount scheme has been extended to Friday 12 February.

In November The Bronberger reported that ratepayers who paid their outstanding municipal services debt before 27 November, would get 30% discount. This incentive scheme for municipal debt collection was announced during Kungwini Local Municipality’s seventh special council meeting on 9 October last year.

The council offered this 30% discount incentive scheme for all outstanding debt as reflected on residential and business consumers’ October 2009 account. For residential consumers, this discount will be subject to the down payment of at least 50% of the total outstanding amount, based on the total balance in October.

Businesses, however, will have to settle the total outstanding amount to qualify for the 30% discount incentive. Arrangements need to be made to settle the remainder of the arrears within 24 months. The first deadline for this incentive scheme fell on 27 November and was extended to 18 December.

On 18 December an out-of-court settlement agreement was signed between the Kungwini West Alliance (KWA), Silver Lakes Home Owners Association and Kungwini Local Municipality, thereby settling the FY 2004/5, 2005/6 and 2006/7 property rates dispute and making it an order of court.

The settlement agreement was signed on the following terms:

  • The extension of the 18 December 2009 deadline until Friday, 12 February 2010;
  • An additional 10% discount per FY 2005/6 and 2006/7 on rates levied in those years, to all KWA ratepayers;
  • Kungwini’s commitment to pro-perly consult with the KWA and ward committees about the municipality’s IDP, budget and property rates matters; and
  • Kungwini’s commitment to make at least 30% of the actual income derived from KWA areas (ward 1, 2 and 3) in the annual budget available for essential municipal services in these areas. Also read ?Have you heard? on page 6.
